William Arthur Alexander Tulloch was clerk of the Lerwick Harbour Trust (now Lerwick Port Authority) and also a County Councillor for Lerwick North from 1901 until 1919, losing the 1919 election. William first stood as a Councillor in an 1896 Aithsting by-election, but ended up receiving zero votes again victor George Johnston's 56. William had initially been put forward for the seat by Archibald Garriock, on the understanding that George Johnston was not going to stand, but by the time the latter decided to stand it was too late to cancel the by-election.
