James Mouat was a shipping agent, distributor of stamps and Lerwick Town Councillor. His father, James Mouat, was also a town councillor. He was a distant relative of Robert Stewart, Earl of Orkney (6th Great-grandfather) and his cousin three-times-removed, James, was also a Councillor. His newphie, James Mouat Goudie, was a councillor and Provost of Lerwick.
