James Peter Mouat was a commission agent and a County Councillor for Tingwall between 1919 and 1935. His brother Henry became the Provost of Lerwick. He was a distant relative of Robert Stewart, Earl of Orkney (10th Great-grandfather), a cousin three-times-removed of James and the great nephew of James. He unsuccessfully contested the Tingwall seat at the 1935 County Council election.

Biography

His family moved to Girlsta when he was young, with his father running the local mill, lime kiln and farm there. He studied for the Civil Service but felt compelled to work with his father owing to his advancing years. As a young man, he took up land surveying and had an involvement with the Crofters Commission when it arrived in Shetland.

In 1895, the family left Girlsta and settled in North Hammersland, Tingwall. He represented a number of firms from the Scottish Mainland as a Commission Agent, and he also was involved in agricultural sales. In 1918, he settled in Lerwick.
