Gilbert Duncan was a solicitor in Lerwick, the first Town Clerk and a Lerwick Town Councillor between 1820 to 1829, 1832 to 1838 until his death in 1844. He was the father of Lerwick Town Councillor Charles Gilbert Duncan and brother of fellow councillor Andrew. He was married to Elizabeth Ogilvy, daughter of Charles and brother of Charles, both councillors.
